Why do 9-11 phone answeres get smart with callers?

Just saw a video where the 9-11 answerer, wasted 6 minutes before he sent an ambulance. He got mad because the girl cursed. He didnt even answer the first call for like 3 rings. She cursed and hung up, and had to call back 3 times. All he kept doing was reprimanding her for cursing.
